The Epidemic of Paper Deposit Slip Forgery in Ethiopian Schools
In many Addis Ababa schools, parents pay tuition at Commercial Bank of Ethiopia (CBE) branches and deliver physical paper deposit slips to the school cashier. Finance offices store thousands of these yellow paper slips in cardboard boxes.
Unfortunately, fraudulent deposit slips have become widespread: dishonest individuals purchase genuine bank stamp imprints or Photoshop transaction reference numbers, claiming tuition was paid when funds never reached the school account. Cashiers overwhelmed by long lines rarely have time to cross-reference every reference number against bank statements. Months later, during annual audits, schools discover hundreds of thousands of Birr in uncollected tuition.
